APRIL 9TH 1992 GENERAL ELECTION
The election was fought at almost the last possible moment. With the economy
still in deep recession Prime Minister John Major hung on in the hope that
things would improve - they didn't. In the circumstances the ensuing
victory was all the more remarkable, and was widely credited to Mr Major's
reputation as a decent man who tried to do things in a decent way.
By contrast the Labour leader Neil Kinnock never managed to escape the old
"Welsh Windbag" caricatures. Despite a good record in progressively moving
his party away from many old socialist attitudes, he was never really liked
by those who judged him only from his media reputation.
Given the state of the economy it was inevitable that Tory strategists would
fight the election by concentrating on Labour's reputation for high
taxation, rather than on their own record. This tactic seemed to succeed;
and the more Labour seemed like winners, the more effective it became.
The Liberal Democrats did show that talk of higher taxes is not always bad
provided the increase is for a good cause - "a penny on tax for education"
at least differentiated them. In the end they failed, as they usually do,
because they were not credible as a prospective government.
